The revelation that certain employees in Shawnee, Kansas, received an email containing an explicit video of their new city manager masturbating has startled and left them worrying about the future. An unidentified third party sent it to several employees on September 29. In previous emails with The Kansas City Star, the party stated that they wished to expose Gerber’s online activities.
