Natronally, these developments – which will be used for a variety of purposes in the 36-month period up to March 2022, including residential, industrial, transport and public utility sites – have been constructed on grassland, woodland and waterways including lakes, canal and reservoir sites.

The news comes after the Housing Secretary, Michael Gove, confirmed plans to scrap so-called “nutrient neutrality” rules on Tuesday.Under EU legislation, Natural England requires new developments to meet nutrient neutrality, which means developers must provide evidence that their plans will not reduce the environmental impact on local habitats or pay for remediation if they do.

This requirement will, however, be reduced to become a guide under the proposed changes.

On the other hand, according to the latest data from the Department for the Environment, Food and Rural Affairs, 15.3m square metres of woodland, open land and waterways in Wigan were converted into developed use between 2019-20 and 2021-22, accounting for 5.4% of all land use changes completed in Wigan during the three-year period ending March 2022.

In the three-year period to March 2022, a total of 185.1 sq m of non-developed land was developed, including but not limited to: forest; open land; water; agricultural land; vacant sites; and residential gardens.

In total, 48.5 million ha of non-developmented land were built across the UK in the same period, 4,800 of which were forest; 1,000 were open land; and 1,000 were water-based.

A hectare is defined as a square with sides of 100 metres or more.

In December, Mr Gove announced plans to build 100,000 more new homes by 2030 in England, vowing to build the homes the country needs and “enhance our environment”.

The announcement comes after the Conservatives reversed their house-building target in December following a rebellion from backbench MP

Sir Keir Starmer, the Labour leader, said in May that he would “back the builders” and “drive housebuilding at pace”.

He said: “I want local areas to be in charge of housebuilding. I want to change the planning rules. I want development corporations to be on the ground to help drive building. I want to make sure that people’s dreams of owning their own home, which have been dashed at the moment, are brought back to life.”

The figures show that in Wigan, 9.6m sq of greenbelt land was converted into developed use from 2019 to 2022, 1,100 of which were for residential use, compared to 14,200 sq of land developed for non-greenbelt use.
