Egyptian star Salah has been tipped to move to the Gulf nation in a matter of weeks and it appears Al-Ittihad made a verbal offer to Liverpool on Friday.
The offer was reportedly £100m upfront, plus £50m more.
However, the Premier League club are determined to keep Salah and plan to turn down any offers regardless of the fee.
Salah, who joined Liverpool from Italy’s Roma in 2017, signed a new three-year contract with the Red Devils last year.

Liverpool may have a golden opportunity to secure a last-day transfer for PSV winger Johan Bakayoko, who is no longer tipped to join Brentford.
Bakayoko has emerged as one of the brightest talents in the Eredivisie and is expected to attract the attention of the Premier League before the deadline of 23h tonight.
Brentford is said to have made a formal offer to Bakayoko earlier this week to finalize the deal before the summer transfer window closes.
However, this player has informed the Bees that he will not be joining them, according to Fabrizio Romano.
Bakayoko is said to have chosen to stay at his current club to play in the Champions League this season.
Brentford still wants to sign him in January but it looks like he will stay at PSV at least until the new year.
Although his preference is clearly to stay in the Netherlands, the situation could present an opportunity for Liverpool to snap before the transfer window closes.
They cannot offer him to play in the Champions League but the appeal of the Reds could prove significant if they decide to confirm their interest in the next few hours.
However, the Red Devils will need to act quickly if they want to sign Bakayoko, while his stance on Champions League qualification could scupper the deal if he’s not willing to compromise.
It remains to be seen how the situation will unfold in the coming hours, with any successful decision having to be urgently signed and sealed.
Bakayoko had a stellar season for PSV last year, scoring nine goals and providing six assists in 39 appearances in all competitions.
He also worked his way through the Belgian national team and has now made four appearances for the national team after impressing coach Domenico Tedesco.
The 20-year-old was rewarded with a new long-term contract with PSV in February, keeping him on their roster until at least the summer.
