The Swans forward has a year left on his contract in South Wales and any deal is expected to be in effect in perpetuity.
Lancs Live understands Cullen is on Rovers’ target list, but nothing has been agreed on yet
Rovers are eager to sign a striker before the 11pm deadline and are negotiating possible deals to strengthen their forward line.
Six new faces have arrived so far, with James Hill on loan from Bournemouth on Thursday night.
It was reported that Cullen would be interested in a move to Ewood Park, but the two clubs failed to reach an agreement.
Finances are still tight at Rovers and Swansea are reluctant to let the 24-year-old go without a fee.
John Buckley is the latest transfer as the Championship club contact Blackburn Rovers on the last day.
Rovers are unlikely to make any sales on the deadline day, but John Buckley could go on loan to make room for the new entrant.
This midfielder has not been with the whole team to Plymouth.
Swansea could offer Cullen a new contract to tie him in and they will be busy before the 23h deadline.
They also want to sign the striker who sold Joel Piroe to Leeds United, but they are also working on a tight budget.
Lyle Taylor is another name that popped up on social media in the last 24 hours.
The striker has been a free agent since leaving Nottingham Forest in June.

John Buckley likely to move ahead of 11pm deadline with growing interest in Blackburn Rovers midfielder
John Buckley could leave Blackburn Rovers on transfer deadline day as Sheffield Wednesday is interested in a loan deal.
Lancs Live can confirm the midfielder is not yet on the squad for the match against Plymouth Argyle.
Jon Dahl Tomasson and his team headed south on Thursday afternoon.
Buckley was left out of the squad despite scoring a brace and impressing in a midweek 8-0 win over Harrogate Town.
He was also left out of the squad that beat Watford 1-0 last weekend.
Tomasson didn’t want to get rid of players because the Rovers squad was thin.
However, Buckley could leave on loan if that allows another player to arrive

The home fan favorite is not sent off, but if the 23-year-old wants to play regularly, Rovers could allow a deal to be agreed.
In turn, finances are tight and if a player has to get out to get someone in, that can get the wheel moving.
Lancs Live has learned Sheffield Wednesday has been contacted about a potential loan deal.
The Owls finished last in the league with 0 points in their first four games.
They want to strengthen the midfield before the 23h deadline.
Buckley was one of their targets and they spoke with Rovers about a switch throughout the season.
Sunderland and Hull City have also been linked away from home, with the appeal of a reunion with Tony Mowbray.
Bradley Dack is also in the North East and the Black Cats will have money to play when Ross Stewart leaves to join Southampton.
After leaving Buckley out against Watford, Tomasson said:

“He was so unlucky.
While in the squad, he received a red card against Middlesbrough.
He then returned to the team and was injured for four months.
At the end of the day, it’s about doing all the right things in training and competition.
He will have many opportunities to train and play because I organize weekly matches so that every player knows.
“Sometimes it is also a matter of balance on the bench.
John knew exactly what I expected of him and just did it.
I made no attempt to get John out of the building.
We also need John.
As for other departures, Georgie Gent is set to join Motherwell on loan for the season.
Rovers are ready to allow the youngster to leave this summer and now have an agreement in place for him to move to Scotland.
